Course Overview

This course teaches you how to design, prepare, and modify Traffic Management Plans (TMPs) and Traffic Guidance Schemes (TGSs) for roadwork and worksite traffic control in NSW.

You will learn how to safely manage traffic around worksites in accordance with:

  • Transport for NSW requirements (TfNSW)
  • Australian Standards (AS1742.3)
  • Traffic Control at Worksites Manual (TCAWS)
  • Work Health and Safety Act 2011 & Regulation 2017


1. Understanding Traffic Management Documentation

  • Difference between TMPs and TGSs
  • Legal and compliance requirements
  • Interpreting plans, permits, and site conditions

2. Designing Traffic Guidance Schemes (TGS)

  • Selection and placement of:
    • Signs (T1, R, G series)
    • Cones, barriers, and delineation devices
    • Portable Traffic Control Devices (PTCDs)
  • Lane closures, detours, and traffic flow management

3. Preparing Traffic Management Plans (TMP)

  • Site risk assessment and hazard identification
  • Traffic volumes, speed environments, and road classifications
  • Safe access for:
    • Workers
    • Pedestrians / Cyclists
    • Public transport & Road Users

4. Applying Safety and Compliance Requirements

  • WHS risk controls and hierarchy of control
  • Safe Work Method Statements (SWMS) 

5. Modifying Plans

  • Adapting TMP/TGS for:
    • Changing site conditions
    • Emergencies
